Incremental DWH job runs for longer durations intermittently

Issue/Introduction

STEPS TO REPRODUCE: 

1. Login to Clarity System with about 19K projects and about 50-100 custom attributes enabled for DWH on project object.
2. Run the DWH Full load and notice that it completes succesfully within less amount of time(~40 mins)
3. Run the DWH incremental Load without modifying anything and we notice that it also completes successfully within less amount of time(~30 mins).
4. Make an update on a single project, such as modifying the Objective attribute.
5. Re-run the DWH incremental Load.

Expected Results: DWH incremental should complete within less amount of time.
Actual Results: DWH incremental takes more than 3 hours to complete with maximum time taken on DWH_INV_PROJECT table.
