Project Admin cannot modify user permissions on their project

Issue/Introduction
When a project admin views user details the page is in a read-only mode and there are not any options to edit the user from the Actions dropdown

Resolution
In order for a project admin to edit a user, they will need to choose "Edit..." from the gear icon on the Users screen under the project details page.
