SOI Manager not coming online in dev env

Issue/Introduction

The SOI Manager in the dev env is not coming online.

 

 

Environment

Release : 4.2

Resolution

I reviewed the soi-mgr_wrapper.log and found the message 

java.net.BindException: Address already in use: JVM_Bind

 

I check the task manager and found 2 OpenJDK Platform binary running for the tomcat.

 

I stopped the CA SOI Application Server service and in the task manager, end task for both of those binary.

 

Restarted the CA SOI Application Server service.
