Cost Plan Detail View column order is lost

Issue/Introduction

Cost Plan Detail View does not retain column order on Saved View

Steps to Reproduce: 
1- Go to Financials on a Project
2- Edit a Cost Plan
3- Go to Cost Plan Details and add columns.
4- Change the column order and save the view
Go to another tab and come back to the cost plan details
The column order is not persisted

Expected Results: Column order saved with the view

Actual Results: Column order is lost 

Workaround: 
Pin columns, but this does not always help
