Content' tab remains disabled for limited rights admins despite the setting "Content Incident Folders" being set to "Modify"

Issue/Introduction

When having an administrator with limited administration rights to Manage Quarantine with "View" rights, Content Incident Folders: Informational Incidents with "Modify", Quarantine Incidents with "Modify" & None for all others.
The expectation is for the limited rights administrators to be able to view and modify "content incident folders". However, the "content" tab is greyed out as shown in the below picture.

This is a defect with SMG 10.8.1 and will be addressed with the future releases
