Issue/Introduction

Top pane of Staffing > Allocations By Resource never loads 

Steps to Reproduce: 
1- Go to /pm/#/staffing/visualStaffingByResource  with the default out of the box filter

2- Loading text will display "Loading 500 of 24,635 investment records"

3- The bottom pane never loads at all.

4- Bottom pane loads some data right away

Expected Results: Top pane should also load some data 

Actual Results: Top pane never loads

Workaround: 
Use a filter or use "Hide Empty Rows"
