Verifications on Windows Proxy Accounts failing, even though the user can login with the same credential, via AutoConnect

Had the PAM Admin go into -> Target Account >> Application to determine the proxy that it was using.
We then went into PAM UI >> Credentials >> Managed Targets >> Proxies and that server was not listed there. We then RDP'd to the Proxy in question -> and the proxy service was down.
This is why we can RDP to the server successfully -> but cannot validate the current password.
