SQL Server Express will install an older version of the SQL Server 2012 Native Client. If there is a newer version of the client installed, this error will occur.
Uninstall the Microsoft SQL server 2012 Native client. If the issue persists, uninstall all the Microsoft SQL server software. Then resume the SEPM upgrade.
