Plans Workspace > New Plan from OBS: OBS Units Not Showing All Values

Issue/Introduction

In 16.1.3, the Plans Workspace does not show all the OBS units.

STEPS TO REPRODUCE:
1. Go to  Classic UI > Administration > Organization and Access > OBS > Organizational Breakdown Structures 
and navigate to a particular OBS path

2.  Go to Modern > Workspace(Plans)  
3. Click  New Plan from OBS. Set the Plan Period and OBS.
4. Navigate  the selected OBS .

Expected:  The OBS unit should be found.
Actual: The OBS unit is missing.
