On the Project Status Summary report it states that the burn rates are
The report includes two gauges showing cost and resource allocation burning rates against baseline. The cost amounts are calculated based on actual costs against baseline costs to date.
However when comparing the gauges to the Schedule & Performance page in Clarity, the percentages do not match.

For the report, the burn rate for cost is
Actual cost (from WIP) / BAC Cost
The costs are calculated up to prior period (month)
If you want to match your Schedule & Performance to the report you should set the As Of Date to the last day of the prior month.
BAC Cost can be found on the baseline page or on the Schedule & Performance page.
For Effort Burn Rate the calculation is similar but using hours.
In Clarity, it is difficult to see the baseline hours by period.
There are a couple of portlets that can be configured to show the baseline hours (usage) by period:
Project List page you can create a TSV field and add the
Current Baseline for Labor Resources. Note this is only labor resources. You can add actuals as well.
Or
On the project Dashboard Tab (or anywhere) the Team Utilization portlet, the TSV attribute can be configured to show Actuals and Baseline Usage by month.
