SOI DEV system - not able to update email configuration for SOI manager

Issue/Introduction
On SOI Dev system, I like to update the "SMTP Mail From" field on Email Configuration page for the SOI Manager. Whenever I typed in the new text, it kept falling back to the original text. I wonder if there is a configuration file that I can update it directly? Note that I was able to update the field for the UI console with no problem.
