During a restore of a file done by DMSAR the following messages are encountered on the temp file:
IEF211I DMSAR aaaa$ COMMANDS - DATA SET RESERVATION UNSUCCESSFUL
IEE132I START COMMAND DEVICE ALLOCATION ERROR

DMSAR was getting a JCL error on the 'commands' DD statement due to MVS checking if the temp DSN was in use, and the ASID and (MVS assigned) date and time were the same
The DMSAR PROCLIB should be changed - entry from "W=SYSDA" to "W=VIO". VIO or Virtual I/O eliminates this error.
