MUX - Unable to create Risk - Getting error CMN-0009: Attribute 'Assigned To' has invalid Lookup Value 'XXXXXXX'

Issue/Introduction

One of the users is facing an issue while creating Risk in a project, even though having instance rights for creating Risk in project. The error we are getting is CMN-0009: attribute 'assigned To' has an invalid lookup value.

Steps to Reproduce: 

1. Create user and assign below Global rights
   
   • Projects - Navigate
   • Project Management - Navigate
   • Project - View Management - All
2. Assign below Instance rights:
   
   • Project - Risk, Issue, Change Request - Create
   • Project - Risk, Issue, Change Request - Delete
   • Project - Risk, Issue, Change Request - Edit
   • Project - Risk, Issue, Change Request - View
3. Attempt to login as user created in Step 1
4. Go to Projects and Risks tab
5. Click on Plus(+) sign to create new risk, populate name.
6. Notice error CMN-0009: Attribute 'Assigned To' has invalid Lookup Value 'XXXXXXX'

Note: This user is able to create risks successfully in Classic.

Expected Results: It should allow user to create Risks

Actual Results: It does not allow user to create Risks

Cause

DE77359.

Resolution

DE77359, fixed in 16.2.0 and 16.1.3 Patch 4.

Workaround: Add Global Resource - View - All or Instance Resource - View right to it's own resource.
