US910445: Create API ingestion support on Cloud proxy for alarms/events:

This is an internal or invisible for the end user. The cloudproxy is now able to send alarms or events directly to the Jarvis endpoint, bypassing the cloudGW and Enterprise Manager. This reduces load in those components and helps to improve their uptime. No interaction is needed from the user's side.

NOTE: F128395 and F134855 are related to internal routing of trace and alarm information. It doesn't affect what users face, those are internal improvements that bring more stability and reliability of the connections that go via the proxy.
