Probe failing to install on windows server with Installation of section win64 failed

Issue/Introduction

url_response probe failing to install on Windows 2019 server.  The error message is "Installation of section win64 failed".   I am able to install other probes successfully on the server.  Also, I am able to install the url_response probe successfully on another server running Windows 2019.

Cause

Pending server restart causing the failure.

Resolution

Restart the affected robot, and redeploy the probe in question.
