Resolution

Within UAMS there are APPC Access Key definitions (Key & Lock), where there appears to be a mismatch between NETxx and userid aaaaaa.  These are defined on page-2 of the UAMS panels. Correct that to where they are both the same and this should work. It looks like userid aaaaaa was recently added/modified and hasn't been given the proper APPC Access permissions. 

APPC Access Key .............. ALL                  (All, NONE or list 1-16)
APPC Access Lock ............. ALL                  (All, NONE or list 1-16)
