Staffing Workspace: Resource Histogram - Edit Assignments Modal is showing Templates & Inactive Investments

Issue/Introduction

In the Staffing Workspace, Resource Histogram for the 'Edit Allocations' Modal - all inactive and template investments are automatically excluded. We should expect the same for the Resource Histogram in the new ‘Assignments' tabs. However, in the 'Assignments by Investment' and 'Assignments by Resource' for the Resource Histogram 'Edit Assignments' modal, the templates and inactive investments are showing up. The ‘Edit Assignments’ Modal launched from the Timeline is working as expected because it is passing the Timeline filters thru to the Modal. 

Steps to Reproduce:  

1. Staff a Resource into a Template and into an inactive Investment that has a date range that falls within the selected View Options periods 
2. Check the Resource Histogram for the 'Allocations by Investment' and the 'Allocations by Resource' using the 'Edit Allocations' modal 
3. We don't see the Template or the Inactive Investments in the modal launched from the Resource Histogram 
4. Check the Resource Histogram for the 'Assignments by Investment' and the 'Assignments by Resource' using the 'Edit Assignments' modal 

Expected Results: The Template and/or Inactive Investments should NOT appear in the 'Edit Assignments' modal when launched from the Resource Histogram on the Assignments tabs. 

Actual Results: The Template and Inactive Investments are appearing in the 'Edit Assignments' modal when launched from the Resource Histogram on the Assignments tabs.  

Workaround: Filter them out from the top, timeline panel and launch the 'Edit Assignments' modal from the timeline.
