Change in CIC parameter minimumRetryMinutes in Config.xml not being honored

Issue/Introduction

Frequently close to everyday the CIC log shows up the message:

WARN c.c.s.CCAcmeClient [pool-1-thread-4] evmUpdate_1_0 Return code: 999 - Rejected client attempting
to communicate too frequently. Will re-attempt in 5 minutes

Environment

Release : 14.5.CU5

Cause

The default CIC parameter 'minimumRetryMinutes' is set to default 5 mins.

But, when changed to 60 mins it does not honor the new value.

Resolution

L2 team built an updated CACIC.jar file for r14.5 CU5.

This fix will be included in the r14.5 CU6.
