spectrumgtw probe - Maintenance alert is not closed off from UIM

Issue/Introduction

Why the device that is in Maintenance has an alarm that is not closed in UIM but the alert still exists in Spectrum alarm table.

Environment

• UIM version is: 20.4.5
• Spectrum version is: 22.2.6
• Spectrumgtw - 20.40
• webservices_rest on OC - 20.48

Resolution

• If device is in maintenance mode, then all existing alarms will be marked as suppressed, but not cleared.
• When the device moved out of maintenance mode, then all suppressed alarms will come as normal alarms after evaluation.
