Empty space in the Blueprint is not adjusted with dragging Large String fields

Issue/Introduction

During the configuration of a Blueprint, the spacing is not automatically adjusted during the movement of fields. This happens with string fields and the new 'Help Text' field introduced in Release 16.1.3. 

Steps to Reproduce: 

1. Drag Large String (RTF or Plain Text) Description field into a Blueprint section 
2. Drag it further down to the bottom of the Blueprint section or another section 
3. Pull it above

Expected Results: The fields are adjusted and no blank space is seen between fields.

Actual Results: Blank space remains in the Blueprint.

Under engineering review. 

Workaround: Manually adjust the layout to fill in the spaces.
