Plan Investment sync generated an Undefined row with Actuals for Primary Role table

Issue/Introduction

 

STR

1. Create a project and assigned to an OBS Unit 
2. Add two resources to the staff of the project (developer and project manager)
3. If an 'Effort Task' (ID = ~rmw) is created, delete this task 
4. Create a new task and assign the developer to the task
5. Navigate to the 'Plans' Workspace and create a plan on this OBS Unit

Expected Results: Primary Role table has an entry for Developer with actuals and a row for Project Manager with actuals. 

Actual Results: Primary Row table has an entry for Developer with actuals, but it has an Undefined row with actuals of the Project Manager).

Resolution

Under engineering review. 

Workaround 1: Associate the resource to some task, and resync. 
Workaround 2: Manually Add the Category that resource belongs to, and resync.
