Tooltip is getting trimmed in widget container if RICs are created with 256 characters

Issue/Introduction

In Release 16.1.3, the Risks, Issues and Changes (RICs) 'Name' field size has been increased to 256 characters. When the 'name' field is shown as a tooltip, the full text of the name is getting cut off. 

Steps to Reproduce: 

1. Create a Risk, Issue or Change Request with 'Name' values up to 256 characters 
2. Create a Chart Widget in the Risks, Issues, or Change Requests Module 
3. Hover over the chart area to display the name 

Expected Results: To see the full text value of the RICs 'Name' field. 

Actual Results: Only a small portion of the full length of the 'Name' field is shown on the tooltip.
