Financial Plans tab in Classic and Financials Module in MUX not visible

Issue/Introduction

The Clarity administrator can see the Financial Plans tab on Classic UI project layouts and also the Modern UX module.

However, there are some users that are unable to see those. 

Is there any access right that governs the tab display?

Cause

Project - Cost Plan - View All is needed to access the tabs

Resolution

Please garnt the Project - Cost Plan - View All access to the affected users
