Actuals are copied with project

Issue/Introduction

After copying a project, the Actual Cost of the source project is also copied. After running the jobs "Post Actuals to Investment" and "Update Financial Plan Actuals and Forecast", the actual costs disappear.

Steps to Reproduce:

1. In the Project Grid View, copy any project that has Actuals and Actuals Cost.
2. Check the Actuals and Actuals Cost values for the new project.

Expected Results: Both Actuals and Actuals Cost for the new project are 0.

Actual Results: Actuals is 0, but Actuals Cost is the same as the source project.

Workaround: After copying the project, run the "Post Actuals to Investment" and "Update Financial Plan Actuals and Forecast" jobs.
