ThroughputQuota assertion is missing in ca api gateway policy manager

Issue/Introduction

The ThroughputQuota assertion is missing after upgrading to 10.1 CR02. we are seeing 'unknown assertion' error. 

Environment

Release : 7.1

Resolution

Ensure you use a policy manager that matches the version of gateway.

If using 10.1 cr02 on gateway, ensure you use a 10.1 cr02 policy manager. Not just a 10.1 base policy manager.

In this case gateway was upgraded to cr02 but policy manager was unchanged. Once installing the comparable policy manager the assertion was showing properly.
