Issue/Introduction

After installing the Symantec Protection Engine (SPE) REST API, you are able to access the REST API but are unable to scan files through it.  Additionally the "File Scanning service" section in the Swagger UI is missing and the following entry is noted in the SPE_REST_API.log:

[main] WARN  symantec.spe.helper.OnICAPProtocolCondition:69 - Scanning not allowed. protocol:ICAP SecureICAP:true

Environment

SPE 9.x with the REST API and secure ICAP enabled

Resolution

Basic ICAP is required to be configured on the SPE In order to scan files via the SPE REST API.  If secure ICAP is enabled the SPE REST API will still function, however file scanning via the SPE REST API will be disabled.
