Issue/Introduction

Filtering by Blueprint and Blueprint Active ID are giving undesired results on specific blueprint enabled objects

1. Go to one of the following workspaces: Resources, Plan, Pages, Objectives
2. Add Blueprint as part of the filter when using is Equal To, no options appear:
   There is an api failure:
   1. GET /ppm/rest/v1/lookups/BLP_BLUEPRINTS/lookupValues?filter=((searchText%20startsWith%20%27%25%27)%20and%20(param_obj_type%20=%20%27%27))&offset=0&_cb=1682721632997
   2. {"resourceId":null,"httpStatus":"400","errorMessage":"API-1006 : The value '''' for Attribute 'param_obj_type' is not in expected format or is invalid.","errorCode":"api.invalidAttrValue"}
3. Add Blueprint Active ID as part of the filter when using is Equal To:
   It shows all blueprint types.
