Idea Target manager not copied into Project Manager when convert idea

Issue/Introduction

SUMMARY: 

The Target Manager from an Idea is not copied over to the Project Manager after converting the Idea into a Project.

Steps to Reproduce:

1. Create an Idea (Classic or Modern UX) or use an existing one.
2. Make sure the Idea is filled in with a Manager and a Target Maganer (both being set different)
3. Submit for approval and approve the Idea. Once this is done, convert it to a Project.

Expected Results: The Manager in the Project is set according to the Target Manager in the Idea.
Actual Results: The Manager in the Project is set according to the Manager in the Idea.

This has been reviewed as DE70962.

Resolution

Issue has been addressed. Resolution is included in 16.1.3
