Permission denied for relation jiresourcefolder after upgrading jasper server from 7.2 to 8.1

Issue/Introduction
After upgrade to JasperSoft 8.1.1, login page shows a 404 error and the following message in the log: ERROR: permission denied for relation jiresourcefolder.

Cause
Jasper Tomcat services are running during the installation
Resolution
1. Ensure to stop the Jasper Tomcat service before starting the JasperSoft upgrade process
2. Re-run the JasperSoft upgrade process
