The "Symantec Endpoint Protection" and "Symantec Endpoint Protection Scan" services will not start and will time out when SentryBay EntryProtect is installed.

SentryBay EntryProtect injects into all running processes and will prevent Symantec Endpoint Protection from being able to start successfully.
Uninstall SentryBay EntryProtect.
This software may not show up as installed in Programs and Features but will have a service named "EntryProtect Service" installed and running. An uninstaller may be present in C:\Program Files (x86)\SentryBay\EntryProtect, path may vary if it was installed elsewhere. A reboot is required after uninstalling this to complete the removal and allow Symantec Endpoint Protection (SEP) to run properly.
