Staffing - Allocations by Investment / Resource - top grid does not populate

Steps to Reproduce: 
1- Go to Staffing
2- Enter a filter, for example:  Manager (Resource) = resource
top pane does not load results
An error is seen in the app-ca.log files

Expected Results: Resources/Investments load for Staffing

Actual Results: Resources/Investments do not load for Staffing

Workaround: none

This does not happen in all environments
