Service Catalog does not load CSS after moving to a new server.

File Store path is incorrect
We have seen this issue when there is a problem pointing to the right filestore location. Implement the following steps:
1. Log into Catalog as super administrator
2. Go to Administration > Configuration > File Store Information: Set the path to the right location
3. Restart Catalog services
4. Remove the cache from the browser
