Issue/Introduction

Trying to open a project with a high staff count generates a heavy load on the database. This causes row locks in the database. 

Expected Results: The project opens in a reasonable amount of time.

Actual Results: The project does not open. It generates a heavy load on the database and the query runs for hours.
