Error when publishing customizations to the schema using pdm_publish

Issue/Introduction

Can't publish custom fields/tables due to the following error:

Could not find part table for zSurvey
Can't spawn "cmd.exe": Inappropriate I/O control operation at .\pdm_publish.pl line 531.
ERROR: ddictbuild failed
pdm_publish execution failed

Steps to reproduce:

1. Log into WSP
2. Create a Table (Do not save changes)
3. Create a field to the new table (Do not save changes)
4. Delete the new table(Do not save changes)
5. Create a new custom field in the cr object
6. Save Changes and Publish
7. Stop SDM Services
8. Run: pdm_publish

The error will appear and will reference the table created in Step 2.

CA Service Desk Manager 17.3

Cause

Defect with 17.3 

Resolution

Solved in 17.3 RU23

Workaround: Manually delete the references
