STEPS TO REPRODUCE:
1. Login to Clarity Classic UI.
2. Under Administration -> Objects, select Cost Plan Object.
3. Under attributes select "Submit Option" Attribute and validate if it has a default set. If it doesn't have one, set either Merge or Replace as a Default.
4. Navigate to Clarity Modern UX.
5. Create a new Project and financially enable the project.
6. Create a Cost Plan for the project, and submit the plan for approval to create a budget.
7. The Submit Option is defaulted to replace as it's the first budget. Submit it and approve the budget.
8. Create another budget by submitting the plan for approval again.
Expected Results :- Submit option should have either "Merge" or "Replace" selected by default.
Actual Results :- Submit option has nothing selected by default.

As a Workaround, Navigate to Administration -> Objects -> Cost Plan. Remove the default value set for Submit Option Attribute.
