Error: Could not load Total Row when show total row is used Cost Plan Details view

Issue/Introduction

In MUX, Cost Plan Details, when the Show Total Row toggle is ON, using the Refresh Banner to update cost throws one of the below errors

"Could not load total row"

"The plan is locked and no updates can be made"

Steps to Reproduce

1. Login to a 16.1.2 machine and navigate to MUX
2. Navigate to any project which has a Cost Plan
3. Click on the Cost Plan and click configure
4. Enable the toggle - Show Total Row and configure COST in the per period metrics
5. Configure the below columns to show in the Cost Plan grid
   --> Cost Type, Transaction Class and Cost (from Totals)
6. Update one of the Cost cells
7. The Refresh Banner appears and click on REFRESH

Expected: The Totals column (from Show total row) is refreshed

Actual: One of the below 2 error messages pop up

"Could not load total row"

"The plan is locked and no updates can be made"

Cause

Resolution

Fixed in upcoming Clarity release 16.1.3 as part of DE69680.

Workaround: 

1. Refresh the web page
2. Remove the Show Total Row toggle
3. Remove the Totals column from the grid
