Staffing Module Allocation Updates With Multiple of 3600 Seconds

Issue/Introduction

In the Staffing module, when editing the allocation for certain users, upon the save action, the value is a multiple of 3600 seconds.

STEPS TO REPRODUCE:
0. Set user setting to Hours.
1. Go to Modern Workspace(Staffing) > Allocations Timeline
2. Allocations By Resource
3. Select resource a particular resource with issue
4. Click Month to open the popup to make the edit. Enter Value, e.g 1 (1 unit) Click Save.
5. Click Month to reopen the popup to view.

Expected: The value should be retained, e.g Allocation = 1.
Actual: The value is set to 3600, e.g Allocation = 20, then the value is set to 72000

NOTE: When performing this on another resource on the team, the value set is fine.

DE70730, fixed in 16.2.0 and 16.1.3 patch 1 (16.1.3.1) via DE77381.
