Disable Restful API so the started task only allows access from 14. 0 Web Viewer

Issue/Introduction

Is there a way to allow access from the Web Viewer but not allow users to come in through the Zowe/Brightside CLI?  Does the tool have a toggle to enable/disable the Rest API?

This enhancement was already accepted and it's in the backlog.
