Unable to add attachments; attribute is created as read only.

Issue/Introduction

The initial creation of an attachment attribute creates as read-only

STEPS TO REPRODUCE: 

1. Go to Administration>>Objects>>Idea
2. Create a new attribute; Data Type = Attachment
3. Add API attribute ID
4. Save and Return

In MUX-

1. Go to Administration>>Blueprints
2. Copy Standard Idea blueprint
3. Edit the new Blueprint
4. Add the new attachment attribute to the properties page
5. Publish Blueprint
6. Go to Ideas
7. Create new Idea with the new Blueprint
8. Open the Idea

Expected Results: The attachment attribute will have an icon where you can add attachments

Actual Results: The attachment attribute seems to be read-only

Workaround:

Open the new attachment attribute you created and then click 'Save and Return'
