My team is missing options in tabs for CA PAM, despite having the Global Admin role assigned to our user accounts.
We only have an option to "Update" in Credentials > Workflow > Password View Policies. We would like to have access to "Add", "Copy", "Update", and "Delete" options.

What privileges the users have for credential management depends on the Credential Manager Groups assignments. Like the super user, they will have full access if they are members of the System Admin Group.
Make a member of the System Admin Group. This is done through the \Credential Manager Group tab. Once members of the System Admin Group you will have access to all the PAM options.
