Portlet and audit rights for partial admin

Issue/Introduction

Is there a way to provide access rights in such a way that an account is able to:

1. Create a Portlet
2. But is not able to edit Portlets created by other users?

Also, is it possible to restrict the objects displayed in Administration -> Data Administration -> Audit Trail, through access rights?

Resolution

It is not possible to provide access rights in a way that either of these requirements is met.
