Allow Grid Editing enabled but not working for Resource / Role id in Classic

Issue/Introduction
You are not able to update Resource/Role ID field with grid editing. You see the option is allowed and checked but you are unable to edit it.

Release : 16.1.1
Resolution
It is not possible to edit the Resource/Role id if the resource is financially active
