A user that has 'Idea Management - Navigate' and 'Ideas - Navigate' sees the Ideas navigation icon in the Modern UX and when opening it, the user will see the complete Ideas page, but no Ideas.
However, if the 'Ideas - Navigate' is removed, the user will still see the Ideas navigation icon in the Modern UX, but the Ideas page will contain only the header, but the grid area will not load (a gray area will be displayed instead).
In Classic, for the same scenarios, with 'Ideas - Navigate', the Ideas link will appear under Demand Management, and without 'Ideas - Navigate', the Ideas link will not appear at all.
Steps to Reproduce:
Expected Results: In Modern UX: Ideas link will not appear, or the Ideas page is loaded completely, even if the Ideas list does not show any Idea.
Actual Results: In Modern UX: Ideas link appears, and the Ideas page is loaded partially, with the content area showing a gray box.
