User with only Idea Management Navigate right partially loads Ideas page

Issue/Introduction

A user that has 'Idea Management - Navigate' and 'Ideas - Navigate' sees the Ideas navigation icon in the Modern UX and when opening it, the user will see the complete Ideas page, but no Ideas. 
However, if the 'Ideas - Navigate' is removed, the user will still see the Ideas navigation icon in the Modern UX, but the Ideas page will contain only the header, but the grid area will not load (a gray area will be displayed instead).
In Classic, for the same scenarios, with 'Ideas - Navigate', the Ideas link will appear under Demand Management, and without 'Ideas - Navigate', the Ideas link will not appear at all.

Steps to Reproduce:

1. With an admin user, create a new user and assign 'Idea Management - Navigate' and 'Ideas - Navigate' global rights.
2. Log in with this user.
3. In Classic UX: Ideas link will appear under Home > Demand Management, and opening it will show the empty Ideas List portlet.
4. In Modern UX: Ideas button will be displayed in the navigation menu, and opening it will show the empty Ideas grid (or other selected view).
5. With an admin user, remove the 'Ideas - Navigate' right from the user.
6. Log out and log back in with this user.
7. In Classic UX: Ideas link will not appear in the menu.

Expected Results: In Modern UX: Ideas link will not appear, or the Ideas page is loaded completely, even if the Ideas list does not show any Idea.

Actual Results: In Modern UX: Ideas link appears, and the Ideas page is loaded partially, with the content area showing a gray box.
