Clarity-Rally integration fails when Sync children of parent is enabled.

Issue/Introduction

When Sync children of a parent are enabled, the "To Clarity" logs display empty after the transactions, indicating that the integration between Clarity and Rally is not working as expected.

Steps to replicate:

Enable "Sync children of parent" on the integration and map 3 portfolio items:

Initiative - integration is set to run in one direction only - from Clarity to Rally.
Capability - integration is set to run in one direction only - from Clarity to Rally.
Feature - Integration is set to run in BOTH directions.

1. log in to Clarity MUX.
2. Click on Administration --> Integrations.
3. Click on Clarity- Rally --> Click on "To Clarity" (Note: Sync children of a parent is set to True)
4. Open Investments in a new Tab --> Click on capabilities--> create + and add all values and update all the mandatory fields including (Set integration mapping = Clarity - Rally).
5. Open Classic UI in a new tab
6. Click on "home" --> select "Reports & Jobs" --> Click on JOBS.
7. Search for Job Type =Sync and enter.
8. Click on "Synchronize Mapped Information" Here set the integration mapping = "Clarity - Rally" & set parameters "When = immediately"
9. Hit Submit.
10. Click on Jobs again -->choose Logs and make sure that jobs = Synchronize Mapped Information & Import Staging Tables run successfully.
11. Now open --> Integration page in Clarity MUX and --> Integrations mapping --> click on Clarity -Rally --> Check "to Rally" for any log error. (Everything processed).
12.  Now Login to Rally.
13.  Check the new capability is updated in Rally.
14. Now create a new child under the new capability in Rally. (NOTE: do not Set integration mapping ="Clarity-Rally") because "Sync children of parent" is set to "True".
15. Now Open Classic UI --> Reports & Jobs" --> Click on JOBS.
16. Search for Job Type =Sync and enter.
17. Click on "Synchronize Mapped Information"
18. Here set the integration mapping = "Clarity - Rally" & set parameters "When = immediately"
19. Hit Submit.
20. Now open --> Integration page in Clarity MUX and --> Integrations mapping --> click on Clarity -Rally --> Check "To Clarity" for any logs

Expected Results: After running the sync mapped information job run the second time the Rally features need to be added/created to the capabilities which are in the Clarity Level.

Actual Results: After running the sync mapped information job run the second time the Rally children "Features" doesn't pass through any updates which usually should get updated after the job runs for the 2nd time. No logs are generated in Clarity and no data is pushed in Clarity
