Service Debugger Doesn't Start Up or work correctly on 10.1 Layer7 CA API Gateway

Issue/Introduction

Service Debugger on the Layer 7 API Gateway does not work consistently. The Built-in admin has the same problem.

The problem observed is there is no error message. Just that the Debugger doesn’t get initiated or kick in going through the service between the Toggle Break Points.

Environment

API Gateway 10.1 (base)

Resolution

Upgrading to the latest 10.1 Policy manager at current 10.1 CR03, with no changes to the existing gateway patches (gateway still at 10.1 base) resolved this problem.
