Resolution

ENF is only the victim.

The dump shows the problem is that some SSI hook is driving code that issues a WTO, which in turn drives the SSI hooks which turn turn issues a WTO which drives the SSI hooks, etc...(recursion).

The WTO being issued(recursively) is:

XPEDITER/TSO SVC 42 ATTACH PREVIOUS DEQ FAILURE DETECTED

It is being issued from what appears to be BMC Xpeditor module: XPMSVC42

BMC have confirmed the problem to be caused by their product Xpeditor/TSO.

BMC has fixed the problem in Xpediter/TSO 17.2  PTF XTN199A.
Since the change of product name it's recommend to apply the PTF XTN200A (which includes XTN199A).
And - be aware of the HOLDDATA for this PTF ..
