Required Attribute dialog disappears when when run in conjunction with a Hide Module Business Rule

Issue/Introduction

When both Required Attributes and Hide Module are added to Business Rules, Required Attribute dialog disappears on properties module

STEPS TO REPRODUCE:

1. Create Business Rules on project as follows:
   • Required Attributes rule
   • A Hide Module rule
2. Trigger the rule on the properties module

Expected Results: To be able to fill out value for the Required Attributes

Actual Results: Before you are able to fill out the value for the required attributes,  the hide module logic kicks in, making the required attribute dialog disappear.  It is not an issue if this rule is triggered on the grid or flyout.

This is fixed in 16.1.3
