AAI is taking a long time to initialize

Issue/Introduction

AAI is taking a long time to initialize, but there are no errors seen in the logs. 

Environment

Release : 6.4.5.1

Resolution

1. Shutdown the AAI service

2. Launch the AAI configuration tool from the <Install Dir>/config directory by running ./run.sh

3. On the "Other" tab, take each scheduler "offline" and click Apply.

4. Start up the AAI service with the schedulers offline and verify in the server.log and jaws.log that the service fully initializes and you can log in to either the thick client or AAI website

5. Bring each scheduler back online through the AAI thick client->Admin->Schedulers tab
