Upgrade fails - 16.0.3 to 16.1.1 - Closed Connection

Issue/Introduction

Upgrade Script fails when upgrading from 16.0.3 to 16.1.1. An excerpt from the install.log is as follows:

Environment

Database: Oracle 19c

Cause

Reported causes:

Oracle sqlnet. ora file parameter SQLNET.EXPIRE_TIME is set to 180
Environmental issue with minimum specifications not met. 

Resolution

Validate the following are set/met.

1. Oracle sqlnet.ora file parameter SQLNET.EXPIRE_TIME is declared and set to 10
2. Server requirements: Application and Background server software
