Configtool can't connect to SQL Server OM Web Viewer 12.1

Issue/Introduction
Migrating our Web Viewer installation to an Azure server. During installation, the configtool is unable to connect to the local SQL server. I have created a SQL server account and installed the JDBC SQL driver.
Environment
- Output Management Web Viewer 12.1
- SQL Server
Resolution
Checking the configtool log, it showed a JDBC exception which led them to enable named pipes in the SQL configuration manager. The connection test is now successful.
